In this connectic
I showed you a rough statement of the financial position of the
University which had been drawn up by the Acting Treasurer,
Mr. Morse, (Manager of the Hong Kong Shanghai Bank,) which
indicated that the University had capital investments in registered
sterling stock of £413,000. (I enclose a copy of this paper).
You felt that before any consideration was given to a grant
from Public monies to the University they should be required to
expend their own funds.
I put this point to Mr. D.J. Sloss
Vice-Chancellor of the University who explained to me that the
University's funds were tied up and could not be drawn on. I
attach a copy of a note which he has sent me giving futher details
of how this capital is made up, what has been spent from the
accrued income from this capital of £18,000 pre. and how it is
proposed to utilize the balance of the University's funds if the
grant is agreed to.

You will see that the amount of the grant for which the
University asks, and which we entirely support, is £95,700.
(I think we might make it £100,000 since in any case I see no
logical case for taking the period of 4 years 42 months.
University's obligations still continues although financially it is
treesing no inane oller than the in the same position as during the Japanese occupation. We in
the Colonial Office are most anxious that the obligations of the
University towards its staff shall be met and a start made towards
collecting the scientific apparatus, surgical fittings and general
equipment that are necessary before the University can be reopened,
even on an austerity basis.
I mentioned to you that the question of the future of the
University was under discussion and that we were setting up an
ad hoc Advisory Committee to consider and advise on the policy
which should govern its rehabilitation.
